Rudolph Would Have Run Away From Santa

According to holiday lore, poor Rudolph was a victim of social exclusion because he was different from the rest of the reindeer. In a move that was lucky for nice (but not naughty) children everywhere, he was then approached by Santa, who asked him to guide the sleigh. Thereafter, according to traditional sources, all the reindeer loved him.

Like most bits of religious lore, however, the Rudolph story is rife with scientific errors. For one thing, it takes more than special attention by an authority figure for bullies to stop picking on those whom they perceive to be different ? in fact, this often only serves to further isolate those who are victimized by bullying. But a bigger problem with the story is that reindeer ? like most non-domesticated animals ? are exceedingly unlikely to stick around long enough when a human approaches to have time to consider an offer like guiding a sleigh.

While cross-country skiing has been a human pastime in Norway and elsewhere for centuries, the activity has seen a recent increase in the last fifty years, owing to the continued construction of mountain cabins and ski lodges, and improved access to alpine areas due to the development of road and trail systems. With the increase in skiing also comes an increase in other snow activities, such as snowmobiling. In 2002, for example, there were 49,260 snowmobiles in operation in Norway.

This could be problematic for the 30,000 to 40,000 reindeer inhabiting the twenty-six defined ?management areas? in Norway. During the harsh winter, reindeer typically reduce their activity and rely on a combination of stored fat and limited, nutrient-poor foods such as lichens in order to survive. The increasing human presence in reindeer habitats, therefore, could force the reindeer to use more energy than is optimal as they attempt to avoid human interaction. This could also reduce the time that reindeer can spend grazing. Taken together, human encroachment could have the compound effect of reducing the body weight of reindeer, and for females, their conception rate and age of first reproduction.

In an effort to understand how increasing tourism in remote parts of Norway could affect wild reindeer populations, researchers from the University of Norway compared the behavioral responses of reindeer (Rangifer tarandus tarandus) to humans on skis and to snowmobiles, in Setesdal-Ryfylke, in southern Norway (area 1 on the map, above right, click to enlarge).

Since the 1990s, the winter population in the study area has been stable at about 3000 reindeer, with approximately 800 calves born each year. On average, this comes out to one reindeer for every two square kilometers. Part of the reason for choosing this study area was the lack of large predators ? this helps to ensure that reindeer responses to approaching skiers or snowmobiles aren?t affected by other nearby threats.

In order to collect their data, an observer approached a reindeer herd at a constant speed (4 km/hr for skiers, and 20 km/her for snowmobiles) until they had reached the original location of the herd.

For each incident, they recorded nine variables: the provocation method (ski or snowmobile), weather (sunny, cloudy, raining, snowing, foggy), wind speed, topography (level or hilly), activity of the reindeer prior to provocation (lying, foraging, moving, or a combination), herd size, herd composition, wind direction (relative to the reindeer), and the original position of the observer (relative to the reindeer).

In addition, they measured seven response variables:

  • (1) Start distance: distance between observer and the estimated center point of the herd at the beginning of the provocation.
  • (2) Sight distance: distance between the observer and the herd center point when more than 1 reindeer looked up in the observer direction.
  • (3) Fright distance: distance between the observer and the herd center point when the herd exhibited a fright response by grouping together.
  • (4) Flight distance: distance between the observer and the herd at the moment of flight.
  • (5) Escape distance: air distance from where reindeer took flight to where they resumed more relaxed behavior (i.e., grazing or lying).
  • (6) Total flight: air distance covered if the herd moved farther away from the observer after resuming more relaxed behavior the first time, and we determined that the movement was caused by the provocation.
  • (7) Total distance moved: total flight distance measured by total ground distance covered. The air and ground distance are equal if the reindeer escape in the same direction upon provocation. Any directional change during escape makes the ground distance longer.

In order to collect enough data, they repeated this each winter for three years.

The results were straightforward. Reindeer movement distances varied between 134 and 2,526 meters, with an average distance of 600 meters for snowmobiles and 970 meters for skiers. Compared to disturbances by skiers, reindeer became aware of snowmobiles (?sight distance?) at longer distances. However, their physical displacement was shorter for snowmobiles than for skiers (?total flight? and ?total distance?). The researchers conclude that ?reindeer were more easily disturbed by snowmobiles, but reacted stronger when provoked by skiers.?

Additional analyses indicated that ?fright distance? was larger when approached from downhill than from uphill, and ?escape distance? was farther when they had been lying rather than grazing.

It?s possible that the reindeer were able to notice the snowmobiles sooner due to the noise from their motors or the flashing from the headlights. Even still, skiers seem to disturb them more than snowmobiles, which is perhaps surprising. The researchers hypothesize that this could be due to confusing skiers for hunters. They write, ?hunting is not allowed from motorized vehicles in Norway, and chasing and harassing wildlife is strictly forbidden. However, reindeer are hunted by humans on foot and probably do not discriminate between a hunter and a tourist.?

It should also be noted that these responses probably represent something like a maximum response to approaching skiers or snowmobiles for these reindeer, because the researchers always directly approached the center of the herd. In natural interactions, however, it is more likely for reindeer to be approached obliquely rather than directly.

What does all this mean for regulating the tourism industry in places such as Norway with wild reindeer? Wild reindeer in Norweigian mountains don?t generally have more than three human encounters per day during the busiest tourist seasons. By combining this with the data from their experiment, the researchers calculated that reindeer would add approximately 3.4% to their daily energy expenditure for three skier encounters, and 2.3% more for three snowmobile encounters. They note that this extra energy expenditure should be easily compensated for, as long as these encounters are limited to the 2-4 week-long tourist season.

This is good news, though the work is far from over: it is still possible that loss of access to optimal habitats due to avoidance of areas frequented by humans, combined with subsequent overgrazing of undisturbed habitats could still have negative implications for the health of reindeer herds.

The other caveat is that these numbers hold only as long as snow levels remain constant. This is because deeper snow makes moving through it more effortful, meaning that more energy would be expended by reindeer in flight from approaching humans. It is not clear how climate change could enter into this process: it is possible that increased snowfall due to climate change could make it impossible for reindeer to compensate for even three encounters per day with humans.

When most animals are approached by an unfamiliar other, they engage a stress response known colloquially as ?fight or flight.? That is, the approach of a potential threat is alarming enough to the animal that it will retreat from the approaching human ? when possible ? or perhaps react with aggression. Santa never stood a chance when offering the sleigh to Rudolph.

Sea of Japan coast gets snow warning

Monday, Dec. 26, 2011

The Meteorological Agency issued a warning Sunday for blizzards and high waves in northern Japan, and said heavy snow is expected to hit coastal areas along the Sea of Japan through Tuesday.

It also warned of avalanches, lightning and tornadoes along the Sea of Japan coast.

More than 50 cm of snow had fallen within 24 hours as of 4 p.m. in several areas facing the Sea of Japan, with the town of Tsunan, Niigata Prefecture, receiving 79 cm, the agency said.

In the 24 hours through Monday evening, up to 90 cm of snow is expected to fall in the central Hokuriku region, 80 cm in Tohoku, 70 cm in the Kanto-Koshin area, 60 cm in Hokkaido, and 50 cm in the Kinki, Tokai and Chugoku regions.

Mayor Reed responds to inquiries about airport concessions

The Atlanta Journal-Constitution

At its next meeting Jan. 3, the Atlanta City Council may award the contracts for running restaurants, bars and shops at Hartsfield-Jackson International Airport.

The deals are long-term ? many cover at least 10 years ? and during that decade the total concession sales at the airport will be in the hundreds of millions. Because there?s so much money involved, airport concessions over the years have sometimes been tainted by corruption and challenged in court. This year, however, Atlanta?s new mayor said he would establish a new and transparent method for awarding those deals.

The Journal-Constitution sought to interview Mayor Kasim Reed about airport contracting, but he declined and said he would only accept written questions. Here are the AJC?s questions and the mayor?s responses.

1. Essentially, the fact that many of the winning bidders are significant contributors or participants in your campaign can give the impression that they won because they have a close relationship with you, or at least that the relationship was a factor. Was it?

No. I was not involved in the solicitation, evaluation or selection of the winners of this procurement. This question requires context about the decision made by the Department of Aviation (?DOA?) and the Department of Procurement (?DOP?) to bid the entire concessions package at once. This is something that has never been done. Typically, the packages are bid in phases. The DOA and DOP decided to rebid everything at once to ensure the most fair and ethical process possible. Why? If city officials had phased in the program, some would have argued that companies that received lease extensions were getting special treatment because they donated to my campaign. So, instead, my Administration started the procurement process from a blank slate where everyone could compete on a level playing field.

Since my inauguration, I have taken or directed my Administration to take a series of unprecedented actions regarding the management and business operations of Hartsfield-Jackson Atlanta International Airport, including:

1. Returning campaign contributions from vendors competing for a procurement;

2. Implementing a new process for hiring the Aviation General Manager at Hartsfield-Jackson Atlanta International Airport. I appointed a panel of nine, well-respected business leaders to identify and review candidates for the position. The result? The selection of Louis Miller, who spent 28 years running two of America's busiest airports without a hint of scandal or any ethical lapses. He has led and been the primary architect of this process, and his record as a professional should be noted;

3. Disclosing the financials of Hartsfield-Jackson Airport to our airline tenants, most notably Delta Air Lines, which resulted in a $30 million contribution to our bond financing efforts;

4. Bringing the Corey litigation to a satisfactory conclusion for the plaintiff and the City of Atlanta;

5. Conducting background checks on the members of the selection panel;

6. Committing to make the names of the selection panel public, an action which has never occurred at any point before, during or after an airport procurement in the City of Atlanta.

2. Conversely, it would appear that bidders that did not give a lot of money did not win. Is that coincidental?

Again, I was not involved in the solicitation, evaluation or selection of the winners of this procurement. This question also requires more context. It is important to note that I have returned all contributions from airport vendors since the procurement process began, an action which is unprecedented. I have raised about $3.6 million since I began campaigning for Mayor. The amount of contributions I have received from airport vendors represents a very small percentage of my total campaign contributions. It is also worth noting that the other two candidates for Mayor of the City of Atlanta in 2009 also received substantial contributions from airport vendors. A review of the campaign disclosures of the three candidates concluded that the contributions made to them had no direct correlation to whether or not a particular proponent would be successful in winning a concessions bid. Please see the attached document.

3. Why would you have airport concessionaires play such a role in your campaign in the first place? Given that it could have been predicted that questions would be raised about possible conflicts of interest at the airport, why was Daniel Halpern your co-chair? Why not go with someone who?s not a significant contractor?

There is no conflict of interest because I was not involved in the solicitation, evaluation or selection of the winners of this procurement. I selected Dan Halpern as my campaign co-chair because of his qualifications for the position. Mr. Halpern is a member of the Democratic National Committee, Chairman of the Georgia Restaurant Association and a Board Member of the National Restaurant Association. Mr. Halpern also served as a member of the National Finance Committee for the campaign of President Barack Obama. It is important to note that I selected other well-respected individuals such as Elaine Alexander, Gwen Keyes Fleming and Peter Aman as my campaign co-chairs as well.

4. Did you or your staff discuss the bids with any bidder during the RFP process or provide help or advice of any kind?

I did not have any discussions with bidders or provide help or advice of any kind. Further, I am not aware of any discussions between staff and the bidders. The City of Atlanta implemented a ?black-out? period during the active phase of the procurement, which is the period between when the RFPs are issued by the Department of Procurement and the time that the Atlanta City Council awards the contracts. The black-out period also includes any additional time during which any resulting protests are resolved or the RFPs are otherwise canceled. During the active procurement process phase, proponents and individuals acting on behalf of proponents are prohibited from communicating with City-appointed officials and employees about the solicitations or proponents.

5. Can you characterize your relationship with the following individuals: Wassim Hojeij, Daniel Halpern, Mack Wilbourn and Terry Harps?

Sure, I know each of them. The individuals listed above are well-known, successful businessmen in the City of Atlanta.

6. Was the fact that certain companies? proposals would be disqualified a factor in the decision to reissue the RFP?

Chief Procurement Officer Adam Smith decided to re-issue the bids because 36 percent of the proposals would have been disqualified due to errors with the state-mandated E-verify form. It is worth noting that my Administration met with members of the Atlanta Journal-Constitution?s editorial board and a large contingent of reporters and editors on Friday, September 2, 2011, to share the rationale behind the decision and its implications prior to making a public announcement. Chief Operating Officer Peter Aman, Deputy Chief Operating Officer Duriya Farooqui, Chief of Procurement Adam Smith and Director of Communications Sonji Jacobs attended the meeting from the City of Atlanta; James Mallory, Bert Roughton, Kyle Wingfield, Matt Kempner and Kelly Yamanouchi were among those AJC reporters and editors who attended the meeting. It is also important to note that Delta Air Lines, the airport's largest tenant, supported the city's decision to re-bid this procurement in order to insure that we had the highest amount of competition possible so that the city can repay the $1.5 billion in debt that is associated with the airport, namely financing of the new Maynard H. Jackson International Jr. Terminal. Earlier this month, we were recognized by The Bond Buyer for the Deal of the Year in the Southeast Region for the debt financing around that transaction.

7. Would Delaware North Companies? proposals have been disqualified during the first round?

Once again, I was not involved in the solicitation, evaluation or selection of the winners of this procurement so I did not know which companies were competing in the bid process. The initial RFP was cancelled when the Department of Procurement conducted its initial review and found that 36 percent of the proposals would have been disqualified due to errors on the state-mandated E-verify form. I believe the Chief Procurement Officer?s decision to re-bid was the correct course of action because this process occurs once every 7-10 years, and we needed maximum competition. If approved by the Atlanta City Council, the recommendations will significantly increase competition as shown by the fact that the airport is projected to receive $23 million dollars more per year in additional revenue.

8. Would that have affected Mr. Halpern?s contract wins? Did Halpern or anyone on his behalf discuss this issue with anyone with the city (including in the mayor?s staff, procurement, law, aviation, etc.) or on the city?s behalf?

I was not involved in the solicitation, evaluation or selection of the winners of this procurement so I do not know what would have affected Dan Halpern or any other vendor, nor am I aware of any such discussions between Mr. Halpern and city staff. Again, the City of Atlanta implemented a black-out period during the procurement, which is still in effect.

9. When did the city make the decision to prohibit exclusive agreements between primes and subtenants and have no limit on the number of contracts subtenants could win? Why did the city make that decision? Was it a result of small businesses asking for that provision? Which, if any, companies asked for the change?

This question should be referred to Louis Miller, General Manager for Hartsfield-Jackson Atlanta International Airport, and the Department of Aviation staff because I had no role in making that decision.

Prince Philip in hospital as royals mark Christmas (omg!)

(AP Photo/Lefteris Pitarakis)

LONDON (AP) ? Britain's royal family gathered Sunday to celebrate Christmas with one notable absence ? Queen Elizabeth II's husband Prince Philip, who remains hospitalized following a heart procedure.

The 90-year-old prince is recovering from having a coronary stent put in after doctors determined that the heart pains which sent him to the hospital on Friday were caused by a blocked artery.

Buckingham Palace said "he's in good spirits" and family members will visit Philip, also known as the Duke of Edinburgh, in the hospital after lunch.

The palace has said the rest of the family's Christmas schedule will go ahead as planned ? including a traditional morning service at St. Mary Magdalene Church on the queen's sprawling Sandringham estate in Norfolk.

The huge crowds that gathered outside the church got an early peek when the royals made a quick private visit to the church ahead of the services. Less than two hours later, they were back ? in different clothes ? for the Christmas service.

The Queen arrived first ? dressed in a lavender-colored coat and hat ? in a royal limousine, leading the way into the church. Her oldest son, Prince Charles, and his wife, Camilla, trailed behind.

Prince Harry walked in with his brother William and new sister-in-law Kate? now known as the Duke and Duchess of Cambridge. Kate, whose style is closely watched around the world and sends dresses flying off the shelves in Britain, wore an eggplant-colored coat and matching hat.

Among the other royals present was the queen's granddaughter, Zara Philips, who was joined by her new husband Mike Tindall, an English rugby player.

After the service, children lined up to give bouquets of flowers to the queen. Thanking each well-wisher, the queen then handed the bouquets to her granddaughters, Princesses Beatrice and Eugenie.

The royal family then traveled back to the house for lunch, an integral part of their celebration.

Another key part of the royal family's Christmas festivities is the queen's annual message to the nation, which this year will focus on family and community.

The queen has made a prerecorded Christmas broadcast on radio since 1952 and on television since 1957. She writes the speeches herself, and the broadcasts mark the rare occasion on which the queen voices her own opinion without government consultation.

Google Books for Chrome gets offline support, one less excuse for not reading the 'classics'

Google Books Offline
So, you can read all those tomes you've picked up through Google Books offline on your smartphone and tablet, but what about on your laptop? Well, if for some reason you've got the desire to power through Finnegans Wake in your browser (though, we're not really sure why you'd do that to yourself) we've got good news -- the Google Books app for Chrome now caches your titles for local reading. To download a book, just hover over the cover in library view and select "make available offline" from the pop-up. Then, even when you can't get your Chromebook connected, you'll be able to sit back and relax with a classic novel or seedy romance tale.

VW gives workers a rest from Blackberry messages (Reuters)

FRANKFURT (Reuters) ? Volkswagen has agreed to grant workers in Germany a rest from e-mails relentlessly filling the inboxes of their Blackberry devices out of hours.

Europe's biggest carmaker and the body that represents its workers have agreed to have the e-mail function deactivated at night, a spokesman for the company said, confirming an earlier report in a German newspaper.

Workers will only receive e-mails from half an hour before the start of flex-time working hours until half an hour after they end, but will still be able to receive and make phone calls.

Daily Wolfsburger Allgemeine Zeitung this week cited works council member Heinz-Joachim Thust as saying that 1,154 pay-scale employees at Volkswagen's six plants in Germany have a smartphone device furnished by the company.

The works council sought to counter any expectation that employees should be reachable all the times, thanks to their indispensable "CrackBerry" gadgets, which could heighten the risk of burnout, a psychological syndrome that some studies have said causes almost 10 million sick days a year in Germany.

So far, the response to the decision to deactivate e-mails at night has been very positive, VW's Thust told Wolfsburger Allgemeine Zeitung.

The move comes two months after millions of customers of the Blackberry -- made by Research in Motion -- were frustrated by a three-day global service disruption, showing how much many rely on continuous, reliable e-mail and instant messenger service.

Volkswagen, which has about 400,000 employees worldwide, aims to overtake Japan's Toyota as the world's biggest carmaker by 2018 by selling 10 million vehicles per year.

The group logged 7.51 million deliveries for the first 11 months of this year, after a 15 percent gain in November.

PFT: Griffin's parents reportedly interviewing agents

Gunther CunninghamAP

The Lions will be in Oakland on Sunday, where their defensive coordinator Gunther Cunningham has coached several times before in his long career, and he says he always enjoys a trip to the Black Hole.

He just wishes Raiders fans would leave his family out of it.

?I was in the AFC West forever with three different teams,? Cunningham said, via MLive.com. ?I know a little bit about these guys. It?s an interesting place to play. I?m looking forward to going there and I know what?s going to happen the minute I walk on the field. Some of those fans, they are not going away. The only thing I don?t like is they call my family members a lot of bad names. I look forward to coaching there. We had a good run when I was in Kansas City. We played against them when I was in San Diego. Now I?m playing against them with the Lions. I can?t wait to get there.?

By acknowledging publicly that it bothers him, Cunningham has probably just ensured that more fans will call his family bad names. Cunningham says he?s not averse to saying something back.

?If you ever watch ESPN, there are quite a few shots of me yelling back,? Cunningham said. ?It was pretty intense between the Chiefs and Raiders, but it seems like everywhere I?ve been it?s been the same thing. I?m looking forward to going there.?

Key witness in Penn State abuse scandal may testify Friday (Reuters)

HARRISBURG, Pa (Reuters) ? A key witness who said that he saw former assistant Penn State football coach Jerry Sandusky raping a 10-year-old boy in 2002 may testify in court on Friday, a legal source said.

Mike McQueary, a graduate assistant in the university's football program in 2002, is expected to testify at a court hearing on charges against former Penn State athletic director Tim Curley and finance official Gary Schultz.

Curley and Schultz were charged last month with perjury before a grand jury for testimony they gave about their knowledge of the alleged abuse.

McQueary's story is important to the case against Sandusky and the two officials because he testified to a grand jury that he witnessed Sandusky sodomizing a boy in the showers of the football building, and reported it to then head coach Joe Paterno.

Paterno said he told his boss, Curley, but no one told police, and Sandusky's alleged behavior continued, according to a grand jury report.

The preliminary hearing on Friday is to determine if there is enough evidence for Curley and Schultz to go to trial.

McQueary has not been charged in the case but was put on administrative leave from the university, as was Curley. Schultz retired shortly after he was arraigned November 7 in suburban Harrisburg.

Paterno and Penn State President Graham Spanier were fired for not telling police what they knew.

Sandusky waived his preliminary hearing on Tuesday and will go straight to trial on 52 counts of alleged sex abuse of boys over a 15 year period.

"We anticipate Mike McQueary will be at the hearing," said Martine Charles, a spokesperson for the attorneys representing the university administrators.

Unlike Sandusky, Curley and Schultz are not expected to waive their preliminary hearing before District Judge William Wenner.

At issue is what McQueary actually saw in the football shower. In the grand jury report, McQueary, who was 28 at the time, is quoted as saying he had "heard rhythmic slapping sounds" in a team shower room. Since Curley's and Schultz's arrests, different versions of what McQueary witnessed have been reported.

Many people don't trust online information

Over the past decade, Americans have witnessed the rise of social networks and mobile technology that's put the Internet at an arm's reach, day and night. Yet a new study has found that people are even more distrustful of the information they find online.

Three-quarters of Internet users find the Web an important source of information, but most people still don't deem the content they see online reliable, according to a report out this week from the University of Southern California's Center for the Digital Future.

In 2010, 15 percent of Internet users said they found only a small portion of online information reliable. That's greater than the 7 percent who were likewise skeptical of the vast majority of information they come across on the Internet.

The mistrust is especially true for social networks. That said, people don't look to social networks for reliability. Rather, they visit the sites to socialize and share photos, updates and videos.

Trust grows when it comes to established media outlets and government websites. In 2010, 79 percent of Internet users said they found content posted on government websites reliable, about the same as in 2003, the first year the center looked at that question.

Jeff Cole, director of the Center for the Digital Future, said Americans tend to be more trusting of government and big media.

"Other countries are better at distinguishing good information from (the) unreliable," he said. In repressive regimes where media is closely tied to the government, citizens grow adept at filtering truth from propaganda.

When it comes to privacy online, Americans are actually more concerned about businesses than the government, the report found. Nearly half of U.S. Internet users said they are worried about companies watching what they do online, compared with 38 percent who said the same for the government.

Looking ahead to the next decade, Cole expects tablet computers and other touch-screen devices to largely replace personal computers and with them, the clunky computer mouse.

The center has surveyed more than 2,000 U.S. households each year since 1999. The latest report is a look back at the past decade of Americans' Internet use. The margin of error is plus or minus 3 percentage points.

Ailing Honda hoping for a comeback

Justin Sullivan / Getty Images

A Honda dealer in San Rafael, Calif.

By Paul A. Eisenstein

Hammered by earthquakes, floods?-- and some unexpectedly harsh reviews?-- it hasn?t been a good year for Honda, which has seen both sales and profits plunge in recent months.

But the Japanese automaker is hoping to stem the tide of criticism and prove that it remains one of the most nimble and innovative of automotive manufacturers. Among other things, Honda has recently pulled the wraps off a broad array of new high-tech, high-mileage powertrains -- changes that a senior company official says will make Honda the fuel economy leader in every segment?it?competes in.

Meanwhile, Honda plans to unveil three new models at next month?s Detroit auto show that it hopes will help revive the flagging fortunes of the once-promising Acura luxury brand. That includes an all-new version of the legendary Acura NSX supercar?-- but?using an innovative, three-motor plug-in hybrid powertrain.

It?s clear that Honda needs a hit. The new 2012 Civic has taken some sharp criticism, notably from the normally import-friendly Consumer Reports magazine. And it isn?t alone, admits Tetsuo Iwamura, CEO of American Honda.

?Some of the sales results [for recent new models] have been quite a disappointment,? he said.

There have been a variety of problems, but what has been particularly surprising has been Honda?s continued dependence upon what critics contend is outdated powertrain technology.

The Japanese automaker has often billed itself as an engine company that also happens to make cars. But consider the newly updated CR-V crossover-utility vehicle. Here -- as with a number of other recent models -- Honda seems to have taken a ?good enough? approach, opting for port fuel injection and a five-speed gearbox where much of the competition has migrated to advanced direct injection or turbo engines mated to six, seven and even eight-speed transmissions.

Blistered by such criticism, Honda revealed an unexpectedly broad array of powertrain technology at this month?s Tokyo Motor Show. Toshihiko Nonaka, head of global automotive R&D operations for the carmaker, declared that the automaker aims ?to become number one in all categories of fuel economy within three years.?

Expect to see a variety of new direct-injection gasoline engines from the number three Japanese automaker, ranging from a 1.5-liter I-4 for the likes of the little Fit, up to a 2.4-liter for that we?ll be seeing in the next-generation Honda Accord ? a concept version debuting at next month?s Detroit auto show. It promises to deliver near-V-6 power but notably better mileage.

Honda is also working up an assortment of green engines, such as a new diesel that should deliver hybrid mileage?-- or better?-- plus hydrogen, CNG and new battery-based drivetrains.

One of the more intriguing is a plug-in hybrid version of its current Super Handling-All-Wheel-Drive system. A V-6 gas engine serves primarily as a generator, sending power to a single electric motor on the front axle and two separate motors in the rear. That approach allows the SH-AWD to torque vector; in other words, to deliver different amounts of power to each rear wheel?to help steer precisely through a corner.

The Electric SH-AWD system will show up on the next-generation Acura MDX crossover, a high-performance version earmarked for the reborn Acura NSX.

Acura has been a particular headache for Honda. The first of the high-line Japanese brands, Acura has become something of an also-ran in the luxury market, especially when compared to Toyota?s Lexus and Nissan?s Infiniti.

?The reality is while Acura started out as a luxury leader we didn?t capitalize on our brand,? acknowledged Jeff Conrad, vice president of Acura Sales.

With the upcoming Detroit auto show, Honda hopes to kick start the struggling brand. It will introduce not only the new NSX and an updated RDX crossover, but also launch the all-new ILX, a compact BMW 3-Series competitor that Acura hopes will help it draw in a new generation of Millennial buyers who are just reaching the point when they can begin migrating to luxury cars.

The next-generation Acura products will bring a shift in styling, all but abandoning the highly controversial ?shield? grilles that alienated critics and potential buyers alike. Vicki Poponi, assistant vice president of product planning, concedes that ?we pushed the envelope too much with our styling direction.?

That?s not to say the goal is to go back to bland. Anything but, Poponi said during a small background session during which she revealed the striking new ILX and NSX prototypes.

Skeptics remain. Notably, Acura will maintain its confusing alpha naming strategy and not return to more familiar names like the once-popular Legend line. But Honda officials are convinced that by broadening the luxury brand?s line-up, adopting more advanced technologies?-- and reintroducing a halo car like the NSX?-- they can regain a spot in the luxury top tier.

As for the mainstream Honda brand, it will also count on new powertrain technology, revised styling?-- and aggressive marketing?-- to turn things around.

The good news for the carmaker is that it has largely moved past the hits from the March 11 Japanese earthquake and tsunami and the Thai flooding that led to further production cuts. According to American Honda CEO Iwamura, dealer inventories are rapidly getting back to normal.

But Honda has a lot of ground to make up. After years of gains it has lost about 1.5 points of market share in the U.S. alone this year. And its problems extend around the world.

First, there's the strong yen, which makes exports from Japan relatively more expensive. Then there's?the slump in Honda?s global earnings, which?declined 55 percent during the most recent quarter -- with few prospects for any near-term upturn.

Few automakers have had a more successful run than Honda over the years.?But the company is now facing more challenges than ever. It will be a test of corporate will to turn things around.

California startup floats solution to visa problems

Blueseed

A California startup company wants to dock a vessel off the coast to house foreign entrepreneurs.

By Brooke Donald, The Associated Press

A California startup company wants to dock a vessel off the coast to house foreign entrepreneurs who have dreams of creating the next Google but can't get visas to work in the United States.

"A lot of people say, 'I'd like to go to Silicon Valley' but there is no way for them to do it," said Max Marty, Blueseed CEO and co-founder.

The ship would give foreign entrepreneurs a place to build their companies only a short boat ride from high tech's hub.

Marty, the son of Cuban immigrants, thought of the ship after listening to international classmates at the University of Miami business school lament about having to leave the U.S. after graduation.

Politicians have wrangled with the immigration issue, but efforts to change the system have stalled.

Last July, President Barack Obama said during a Twitter town hall he wanted to make sure talented people who studied in the U.S. were able to stay to create jobs.

"We don't want to pay for training them here and then having them benefit other countries," Obama said.

But Blueseed founders don't expect any real reform from a bitterly divided Congress during an election year in 2012.

"Our solution is an entrepreneurial solution," said Dario Mutabdzija, Blueseed's president.

The ship would accommodate about 1,000 people and be docked in international waters southwest of San Francisco Bay.

It would be registered in a country with a reputable legal system, maybe the Bahamas or the Marshall Islands, Marty said. Residents would be subject to the laws of that nation.

Residents would be ferried ashore with temporary business or tourist visas, which are easier to get, to meet with investors, collaborators, partners and others.

"Yes, we live in an interconnected age with Skype and other video conferencing. But if you want to grow a company, physical interactions are of paramount importance," Mutabdzija said.

The ship would be a remodeled cruise ship or barge that Blueseed leases or owns. It would have all the high-tech amenities expected of a startup incubator and the look of employee-friendly Internet giants Facebook and Google, famous for their modern campuses complete with gourmet cafeterias, exercise facilities and an environmentally-sustainable design.

A live-work space would cost about $1,200 a month.

Critics deride the ship as a publicity stunt, and say investors would be better served contributing to ventures that help Americans create businesses.

"I would say the whole thing is a perfect metaphor for how in corporate America the practice to grow talent and incubate business locally is drifting away ? quite literally," said Bob Dane, of the Federation for American Immigration Reform, which advocates for limited immigration.

But supporters of foreign entrepreneurship say immigrants are responsible for some of the most successful businesses in the world and if the U.S. doesn't try to attract them, others will.

"The ship may sound like a crazy idea but it illustrates how seriously flawed the immigration system here is," said John Feinblatt, who runs Partnership for a New American Economy, which advocates for immigration reform.

The organization published a report in June that said 40 percent of Fortune 500 companies were founded by immigrants or their children.

Feinblatt said countries including Chile, Singapore and the United Kingdom have programs to attract immigrant entrepreneurs.

"While the U.S. is driving people away, other countries are welcoming them with open arms," he said. "If you miss out on them, you miss their talent, their ideas and ultimately the jobs that they create and the taxes that they pay."

Christopher S. Bentley, a spokesman with the U.S. Citizenship and Immigration Services, said the agency has not seen the proposal and it's premature to comment.

Blueseed's idea has started gaining steam.

Silicon Valley investor Peter Thiel, a founder of PayPal, announced he would lead Blueseed's financing search.
Blueseed wants to raise $10 million to $30 million over the next year and a half. The goal would be to launch in late 2013.

Fact check: The exploding student loan debt chart (The Lookout)

Student loan debt (OccupyPosters.tumblr.com)

This Occupy Wall Street-affiliated chart, at right, flew around Facebook and Twitter this week as hundreds of people used it to share their frustrations about ballooning student debt in America. It's also inspired blog posts at Jezebel and Buzzfeed, among other sites.

But as far as we can tell, the chart is just plain wrong.?Mark Kantrowitz, the publisher of FinAid.org, a student loan advice site concerned with rising educational debt, tells Yahoo News that total student debt has increased five-fold between 2000 and 2011, (not counting inflation) and is nearing $1 trillion. This chart shows a much larger increase, with student debt increasing by a factor of 25 over the same period.

A?Federal Reserve Bank of New York report earlier this year showed a six-fold increase in student loans, but the group has since rescinded the paper due to errors. The Occupy chart cites the Federal Reserve Bank of St. Louis as its source, but a spokesman from the Bank told Yahoo News he wasn't sure what report or dataset it could be referring to. It's possible that the chart is referring to something other than the total amount of outstanding student loans during each of these years, but if it is, then it's very misleading. (Please email me if you have a theory about what data the chart is using.)

Kantrowitz says he thinks whoever made the chart may have accidentally "set the diameters of the circles in proportion to the ratio, instead of the area of the circles in proportion. If they had done it correctly, the 2000 circle should have been about half the height of the 2011 circle."

Mother Jones magazine created just such a chart in September, using data that estimated student loans had quintupled between 2000 and 2011:

Student debt (Mother Jones)

It's true that student debt has risen sharply over a very short period, driven by rising tuition costs. College tuition has grown much faster than average wages over the past three decades, with average public university tuition tripling since 1980. Total outstanding student loan debt surpassed credit card debt for the first time in 2010.

But Sandy Baum, policy analyst for the College Board, tells Yahoo News that this comparison is "meaningless" in understanding the debt increase because more people are going to college.?According to the National Center for Education Statistics, enrollment in postsecondary institutions increased 38 percent between 1999 and 2009, from 14.8 million to 20.4 million. Black and Hispanic students--who are more likely to be low-income than white students and thus tend to take out loans at a higher rate--made up a greater share of college and post-grad students in 2009 than ever before.

The average debt each student carries upon graduation--a more accurate measure of how burdensome student loan debt is--has increased by more than 50 percent between 2000 and 2011, Kantrowitz says. Carrying that debt becomes scarier in a down labor market, where college graduates are faring much better than their less-educated peers but are still facing higher jobless rates than they would have 10 years ago.

The Occupy Student Debt Campaign wants the federal government to forgive all student loans, and are asking protesters to sign a "Pledge of Refusal." Once a million people sign on, the occupiers will stop paying their loans. So far,?2,500 have signed.

Update: Thinkprogress has created a corrected version of the chart here.

(AP) ? Sen. Marco Rubio has a book deal.

The Florida Republican has signed with Sentinel, a conservative imprint of Penguin Group (USA), for a memoir tentatively scheduled for Fall 2012. Sentinel announced Monday that the book was currently untitled.

Rubio, 40, is a tea party favorite who has often been mentioned as possible running mate on the 2012 GOP presidential ticket. The Cuban-American Rubio has said he would not accept such an offer because he's focused on being a U.S. senator.

The freshman senator caught some heat in October for embellishing his family's Cuban credentials, implying that his parents escaped Fidel Castro when they actually immigrated nearly three years before Castro seized power.

(AP Photo/Marco Ugarte, File)

(AP) ? Oops!

Politicians north of the border aren't the only ones struggling with gaffes this campaign season.

Mexico's leading presidential contender floundered in confusion for about four minutes when the audience at a book fair asked him to name three books that had influenced him. He was able to correctly name only one he has read "parts of:" the Bible.

Former Mexico State Gov. Enrique Pena Nieto holds a comfortable lead in opinion polls for Mexico's July 1 presidential election, but his appearance was reminiscent of the campaign-denting moment that Texas Gov. Rick Perry suffered at a Republican debate in November. The GOP hopeful said he couldn't remember one of the three government agencies he pledged to eliminate if he were president. "Oops!" he finally admitted.

The floundering by Pena Nieto, a strikingly handsome man married to a television actress, fed into the images critics have tried to spin around him: telegenic but hollow.

"I have read a number of books, starting with novels, that I particularly liked. I'd have a hard time recalling the titles of the books," Pena Nieto said during a question-and-answer session at the weekend book fair in the western city of Guadalajara.

Pena Nieto said that as an adolescent, he had been influenced by the Bible, and had read "parts of" it.

He then rambled, tossing out confused title names, asking for help in recalling authors and sometimes mismatching the two.

He said he liked "La Silla del Aguila, a novel whose title roughly translates as "The Presidential Chair." But he said it was written by historian Enrique Krauze, one of Mexico's most famous historians. It was actually written by Carlos Fuentes, the country's most famous novelist.

That was about as close as the former governor came to correctly identifying a book he has read in the past decade.

"The truth is that when I read books, the titles don't really sink in," he said after several minutes.

Pena Nieto is the leading hope of the former ruling Institutional Revolutionary Party, or PRI, to return to the presidency it held for 71 years without interruption before losing the 2000 elections to conservative Vicente Fox.

Television images of Pena Nieto's struggles ignited glee among PRI critics on Twitter.

Several referred to him as "the Justin Bieber of the PRI," referring to Bieber's difficulty in naming all seven continents during a television appearance in November.

But Bieber was at least able to work out the answer with some prompting from host David Letterman.

Pena Nieto couldn't. He looked to his aides for help and drew laughter from the audience, saying at least twice "I can't remember the title." He mentioned he had read a political thriller by Jeffrey Archer.

Several demonstrators showed up at party headquarters in Mexico City on Monday to symbolically give him books on Mexican history.

"It's really very shameful that a person wants to be president and doesn't know a single book," said Hugo Giovanni Aguirre, a university law student.

Pena Nieto accepted the gaffe in Twitter posts Monday, apparently hoping that good grace would calm the controversy.

"I'm reading some tweets about my error yesterday, some are very critical, others are even funny. I thank you for all of them," he wrote. Later, he tweeted "Freedom of expression is a central pillar of democracy. Criticism of those of us who aspire to or hold political office is fundamental."

But efforts to smooth over the issue were not helped when Pena Nieto's teenage daughter Paulina re-tweeted a comment that described people gloating over the gaffe as "the bunch of idiots who form part of the proletariat and only criticize those they envy."

Pena Nieto quickly apologized on his own Twitter account for the message, which stings in a country with deep social and economic inequality.

"Paulina's re-tweet was an emotional reaction to my error," Pena Nieto wrote. "It was definitely excessive and I publicly apologize for it." He later added "I have had a talk with my children about respect and tolerance."

Mexican intellectuals were aghast, though some took into account Pena Nieto's explanation that he had been too busy in politics to have time to read.

"I myself, and I suppose all of us ... have moments when we forget authors, we forget books," historian Lorenzo Meyer told a local radio station. "We can't jump on Pena Nieto because he forgets his writers."

"But I believe that a deep knowledge of Mexican history is fundamental for someone who wants to be president," Meyer added.

Members of Pena Nieto's party had their own moments of fun mocking former president Fox, a fountain of verbal flubs who angered U.S. blacks by saying Mexicans took jobs "not even" blacks want, and who prompted hilarity by mispronouncing the name of Argentine writer Jorge Luis Borges during a speech before one of Spain's most important literary gatherings.

"This thing with Pena Nieto touches a nerve that is still very sensitive," Meyer said.

While the other political parties piled on the criticism of Pena Nieto, they weren't immune to literary confusion.

Former Finance Secretary Ernesto Cordero, a contender for the top nomination of President Felipe Calderon's National Action Party, said in a radio interview Monday that Pena Nieto's gaffe raised "serious doubts" about his qualifications. But he then misidentified the author of what he described as one of his three favorite books, mixing up her first name with that of another writer.
