MUMBAI (Reuters) ? Intel Capital, the investment arm of Intel Corp (INTC.O), the world's biggest chipmaker, believes valuations of early-stage technology companies in India have reached a "near-bubble" stage, as too much capital chases too few quality opportunities.
"It's crazy. I am not drawing parallels, but it feels like '99 in the U.S.," said Suresh Kumar Kuppam, managing director for Asia Pacific at Intel Capital.
"This is not a good sign. Most of the time, we evaluate companies and we have to leave it at that stage as we feel valuations were too high," Kuppam told Reuters during a visit to India's financial capital.
Big valuation expectations in the global tech sector are being driven in part by much-anticipated initial public offerings planned by U.S. firms such as Groupon and Zynga, although market weakness in recent months has cooled that excitement.
U.S.-based Intel Capital normally picks up stakes of less than 20 percent in early stage companies, with an average deal size of $5 million. Its $250 million India fund has made about $40 million in investments so far this year, including $20 million for stakes in six small firms announced on Friday.
While corporate culture in India is historically family driven, with company owners reluctant to bring in private equity investors, the software and technology start-ups that are mushrooming in the country tend to be more willing to sell stakes to outsiders.
"We are seeing plenty of entrepreneurs taking the step, seeing the opportunity and past successes," Kuppam said, referring to companies bringing in venture capital.
"You can see every Silicon Valley v.c. (venture capital) fund has an office in India," he said.
Private equity investments in India rose 21.6 percent percent in the first half of this year to $3.3 billion, according to Thomson Reuters data.
Intel's investments announced on Friday include stakes in Saankhya Labs, a fabless semiconductor company; Testing Czars, which makes mobile applications; FINO, a business and banking technology platform provider; solar power products maker Duron Energy; enStage, which is in electronic payments; and What's on India, an electronic TV program guide.
ISLAMABAD (Reuters) ? One of the men sanctioned by the United States for supporting "the most dangerous terrorist organizations" in Afghanistan and Pakistan denied on Friday he was a Taliban financier.
Hajji Malik Noorzai told Reuters he was a legitimate Pakistani businessman trying to turn a profit in countries as far apart as Afghanistan and Uganda, and someone dedicated to teaching children about the peaceful religion of Islam.
The Treasury Department accuses him and his brother Faizullah of raising millions of dollars for the Taliban, running an extremist religious seminary and storing vehicles for suicide bombings.
On Thursday, it announced sanctions on them and three other individuals, including Abdul Aziz Abbasin, described as a "key commander" for the Afghan Taliban-allied Haqqani network.
The move came amid heightened American concerns over the activities of the Haqqani group, which Washington blames for a September 13 attack on its embassy in Kabul.
The United States alleges that Pakistan's military intelligence agency supports the Haqqanis. Noorzai, it says, is an example of how Afghan militant groups have also managed to secure critical support from businessmen in the region.
Noorzai said he was dumbfounded when he heard the news of American punitive measures against him on television.
"We have no connection with the Taliban, no connection with the Haqqanis. We have no need for such contacts, nor do we have the kind of money that can help run such groups," Noorzai said in a telephone interview.
"I worked very hard to set up my business, God is my witness. I didn't give any money to anyone."
Noorzai says he is an importer and exporter of cars and machinery from the United Arab Emirates, Japan, Afghanistan, Pakistan, Kenya and Uganda.
He believes he is the victim of a malicious plot by competitors to ruin his reputation.
"We have business rivals, clan rivals. If someone in our area starts doing badly in business, they will try to malign others. I don't know who spread this rumor that we are connected with these groups," he said.
As a result of the action, U.S. companies and individuals are generally prohibited from engaging in transactions with the targeted individuals and any assets they hold under U.S. jurisdiction are frozen, Treasury said.
Noorzai is based in Pakistan's biggest city and commercial hub Karachi, where security officials say militants raise revenues for their operations through extortion and kidnappings for ransom.
The United States says he has been breeding generations of Taliban fighters.
"As of 2009, he had served for 16 years as the chief caretaker of a madrassa (religious school) near the Afghanistan/Pakistan border that was used by the Taliban to indoctrinate and train recruits," said a Treasury Department press release.
Noorzai says he is just carrying out religious obligations.
"Yes, we do have a madrassa, it is also a private school. There is no child there above the age of 10. This is our country, a Muslim country, we are Muslims," he said.
"It is our duty to provide religious education to our children."

Nerve degeneration detected with skin biopsies
Oxaliplatin, a platinum-based anticancer drug that's made enormous headway in recent years against colorectal cancer, appears to cause nerve damage that may be permanent and worsens even months after treatment ends. The chemotherapy side effect, described by Johns Hopkins researchers in the September issue of Neurology, was discovered in what is believed to be the first effort to track oxaliplatin-based nerve damage through relatively cheap and easy punch skin biopsies.
The Johns Hopkins investigators emphasize that the drug therapy clearly improves length of survival in advanced cancer by months to years, and that the goal of their new study is to find ways of preventing or slowing the damage through nerve-protective therapies identfied through simple skin testing.
Many patients who take oxaliplatin report bothersome neurological side effects, including pain in the hands and feet and a numbness or tingling in the throat that affects swallowing, according to study leader Michael Polydefkis, M.D., M.H.S., associate professor of neurology at the Johns Hopkins University School of Medicine and director of the EMG Laboratory and Cutaneous Nerve Laboratory at Johns Hopkins Bayview Medical Center. Though these symptoms develop over time in the majority of patients, some report neuropathies as early as when the drug is first infused.
To get a better sense of how oxaliplatin affects nerve cells, Polydefkis and his colleagues recruited eight cancer patients about to begin oxaliplatin treatment at The Johns Hopkins Hospital. All had been diagnosed with advanced colon cancer.
Before their first oxaliplatin infusion, each patient underwent a comprehensive neurological examination, including nerve conduction testing, a clinical exam to look for signs of nerve damage, and a punch biopsy that removed tiny (3-mm diameter) portions of skin near their knees and ankles. Once oxaliplatin treatment began, consisting of infusions over two days once every two weeks for 12 cycles, the researchers performed the same tests after 30, 90 and 180 days. Another 180 days after they finished with treatment, the patients received one final exam.
Test results showed that each of the patients' nerve function and neuropathy symptoms worsened over time and that results from the punch skin biopsies neatly mirrored the side effect arc. Using a microscope, the researchers saw that nerve cells' long extensions, called axons, degenerated over the course of oxaliplatin therapy. This progression persisted after treatment stopped. Even 180 days after their last doses, seven out of the eight patients' axons continued to wither.
"This drug has rapidly become the standard of care for people with advanced colon cancer, but we really knew little about how oxaliplatin affects nerves over time," he says. "With people living longer lives on oxaliplatin, it's important to know more about these neurological side effects so patients and their physicians can make educated choices on how this drug is used, and perhaps suggest ways to limit the damage."
The new study strongly suggests that punch skin biopsies could be an easy and inexpensive way to follow nerve cell degeneration, a crucial prerequisite for testing the effectiveness of drugs currently in development to trace, prevent or slow nerve damage.
"Skin biopsies can be done pretty easily, uniformly and cheaply anywhere, including hospitals, doctors' offices and clinics, and those places can have the tissue sent to Hopkins for analysis," Polydefkis says. "High-quality neurological testing isn't nearly as easy or economical to do, so it's possible that the biopsies could play a pivotal role in bringing neuroprotective drugs to fruition."

In a sign of the frustration that led to the U.N. campaign, Ahmed said the Palestinians were even prepared to consider dismantling their limited self-rule government, the Palestinian Authority, an unlikely move that would make Israel responsible for the welfare and policing of 2.5 million unwanted Palestinian subjects.
"If we don't get membership and there are no negotiations, the existence of the Palestinian Authority under Israeli hegemony can't be justified," Ahmed said. "Handing the keys to the Israeli side has become a very realistic option. We can't keep the PA without real power."
Further underscoring the hardening Palestinian position, negotiator and senior Abbas adviser Nabeel Shaath said the leadership was not prepared to give ground.
"We made lots of concessions over the years. It's time the Israelis make the concessions," he told The Associated Press.
He also ruled out a New York meeting between Abbas and Israeli Prime Minister Benjamin Netanyahu, who had proposed the two sit down together on the sidelines of the U.N. General Assembly session in New York this week.
The U.S. and other international mediators have been trying to cobble together a formula that would allow the Palestinians to abandon their plan to ask the U.N. Security Council on Friday to recognize a Palestinian state in the Israeli-occupied West Bank and east Jerusalem and the Hamas-ruled Gaza Strip. U.S. President Barack Obama, who has threatened to veto such a request.
French President Nicolas Sarkozy appealed for a resumption of direct negotiations in his addresses to the U.N. General Assembly on Wednesday, saying there was no other way to produce such a state.
But Abbas rebuffed all appeals to drop the statehood bid and said he would submit the application to U.N. chief Ban Ki-moon on Friday as planned.
Talks have been in a deep freeze for three years, save a three-week interlude last September that was meant to launch a round of negotiations leading to the establishment of a Palestinian state. But negotiations quickly broke down over continued settlement construction, with Israel insisting that the Palestinians should not be allowed to introduce conditions that didn't apply to earlier rounds of talks.
The continued deadlock led the Palestinians to seek a different strategy to keep their statehood quest alive, and decided to take their campaign to the broadest possible international forum.
Senior aides to President Mahmoud Abbas said the Palestinians would not accept political delays in their membership bid, but acknowledged that final U.N. action might not be taken for months or even longer.
The issue was dominating the annual meeting ministerial meeting of the world body as the diplomatic world swirled with speculation about what deals might be in the works.
Teams of envoys from the United States, the European Union and France were engaged in frenzied, last-minute efforts to persuade Abbas to return to the negotiating table and make do with something less than full U.N. membership. The U.S. and Israel were also pressuring council members to either vote against the plan or abstain when it comes up for a vote. The vote would require the support of nine of the council's 15 members to pass, but even if the Palestinians could line up that backing, a U.S. veto is assured.
The quest for a U.N. nod has put Washington in the awkward position of having to lobby ? and perhaps eventually vote ? against a state whose establishment it supports, putting it at odds with newly emergent pro-democracy forces in the Arab world.
The Israeli prime minister, meanwhile, was scheduled to sit down with the leader of Security Council member Portugal later Thursday as part of a intensive international effort to stymie the Palestinian plan to ask for Security Council recognition.

And in a Mideast policy speech in May, he called for the resumption of negotiations based on borders drawn largely according to the lines that existed before the 1967 Mideast war.
But in his speech on Wednesday, he did not mention settlement construction or those lines ? conditions Israel has rejected.
