Magid Study: Newspapers Rule Twitter, Stations Rule Facebook - 2012-07-12 14:05:03 | Broadcasting & Cable

The magic number for stations posting on Facebook ranges between 5 and 12 daily posts, according to a social media survey from Frank N. Magid Associates and the University of Missouri-Columbia School of Journalism. Fewer than that, and the station is not successfully connecting with users on the pivotal social media platform. Too much more than that, and they're just being a bad Friend.

"Don't bombard them and don't bore them," says Laura Clark, Magid senior VP and the study's co-author. "If you value the friendship, then you're in a dialogue with them."

Magid and Columbia looked at 259 "local media pages" in 53 markets -- primarily TV stations, along with newspapers. The Social Media Project survey shows huge opportunity for stations in terms of their strength, weather, in social media. The study also showed that mid-sized markets have a greater share of the available audience on social media than their large and small counterparts. Markets 76-100 averaged the most significant social reach (25-30%), while markets 1-10 showed the lowest (10-15%).

Stations with the highest share of available audience include WTHI Terre Haute, KUTV Salt Lake City and KRCG Columbia (Mo.). A different metric, "Facebook Power Ratio,",was led by KIRO Seattle, KKCO Grand Junction and WPRI Providence.

Best social media practices among the stations in the survey include frequently sharing hard news and weather, and asking users questions to stoke interactivity. Worst practices included downplaying weather news, posting too infrequently or frequently and sharing feature content.

"While social media may be a more personable platform, fluffy feature content isn't going to make local media brand relevant," says the survey's outline.

The survey also found that stations are not breaking nearly enough news on the likes of Twitter and Facebook. "Most local media pages are only using Twitter at the end of the story cycle," said the survey, "not during it."

Half of the local media pages studied did not offer any weather related tweets during the two days of the survey.

The newspapers surveyed dominate Twitter, say the authors, while stations are stronger on Facebook. "Only 30% of the local media outlets we examined had more Twitter followers than Facebook fans," said the survey. "Newspapers accounted for half of that."

Some 41% of stations, noted the survey, fell in that 5-12 post sweet spot.

JPMorgan says bad trade has ballooned to $5.8B

NEW YORK (AP) ? JPMorgan Chase said Friday that a bad trade had cost the bank $5.8 billion this year, almost triple its original estimate, and raised the prospect that traders had improperly tried to conceal the blunder.

"This has shaken our company to the core," CEO Jamie Dimon said.

The bank said managers tied to the bad trade had been dismissed without severance pay and that it planned to revoke two years' worth of pay from each of those executives.

JPMorgan said it had lost $4.4 billion because of the trade from April through June, and its chief financial officer said the bank had lost an additional $1.4 billion in the first three months of the year.

Dimon's original estimate of the loss from the bad trade, disclosed in a surprise conference call with Wall Street analysts in May, was $2 billion.

On Friday, Dimon said he believed the loss was mostly contained. In the worst case, if financial markets deterioriate severely, the bank could lose an additional $1.7 billion, he said. That would bring the total loss to $7.5 billion.

Investors appeared relieved that the mess was mostly behind the bank. They sent JPMorgan's stock price up $1.50, or more than 4 percent, to $35.54. That made it the best-performing stock in the Dow Jones industrial average.

The bank said an internal investigation, including emails and voice messages, had called into question the values that traders placed on certain bets, and that the traders may have been seeking to mask losses.

A spokesman for the Securities and Exchange Commission declined comment. The Justice Department did not immediately respond to requests for comment.

Dimon told Congress last month that the trade was meant to hedge risk at the company and protect it in case "things got really bad" in the global economy. Instead, the trade has backfired and damaged the bank's reputation.

Speaking broadly about the trading loss on Friday, Dimon told analysts: "We don't take it lightly." He added: "We're not making light of this error, but we do think it's an isolated event."

The bank said that it was reducing its net income for the first quarter by $459 million because it had discovered information that "raises questions about the integrity" of values placed on certain trades.

Dimon said the bank had closed the trading division responsible for the bad trade and moved the remainder of the trading position under its investment banking division.

Overall, JPMorgan said it earned $5 billion, or $1.21 per share, for the second quarter, which covers April through June and includes the bank's disclosure of the trading loss on May 10.

Analysts surveyed by FactSet, a provider of financial data, had expected JPMorgan to earn 76 cents per share.

Investors were also cheered to hear that the bank might resume its plan to buy back its own stock. Dimon said the bank was in discussions with the Federal Reserve and would submit a plan in hopes of buying back stock starting late this year.

The big gain on Friday still left the bank's stock about $5 shy of its closing price of $40.74 on May 10, the day Dimon surprised reporters and stock analysts by holding a conference call to disclose the loss.

The company suspended an earlier plan to buy back $15 billion of its stock after reporting the trading loss.

Just three months ago, JPMorgan was viewed as the top American bank, guided by Dimon's steady hand. Since the disclosure of the trading loss, however, that reputation has been eroded.

Dimon, who originally dismissed concerns about the bank's trading as a "tempest in a teapot," appeared before Congress twice to apologize and explain himself, and several government agencies have launched investigations.

Under close questioning from lawmakers in June about his own role in setting up the investment division responsible for the mess, Dimon declared: "We made a mistake. I'm absolutely responsible. The buck stops with me."

The trading loss has raised concerns that the biggest banks still pose risks to the U.S. financial system, less than four years after the financial crisis erupted in the fall of 2008.

JPMorgan stock has lost about 15 percent of its market value since the loss came to light.

Dimon said Friday that Ina Drew, the bank's former chief investment officer, who left after the loss came to light, had volunteered to return as much of her pay as was allowed under the so-called clawback provision in her contract.

That amount was unclear, but Drew made more than $30 million combined in 2010 and 2011, according to an Associated Press analysis of regulatory filings.

In addition, the bank said it would revoke two years' worth of pay for three other senior managers in the division of the bank where the trade occurred. It would be the first time JPMorgan exercised such a procedure.

Those three senior managers have the bank, and four others are expected to leave soon. The Wall Street Journal reported Friday that the trader known as the "London whale," for the size of the bets he placed, was among those who had left.

APNewsBreak: Tube wear detailed at CA nuke plant

LOS ANGELES (AP) ? Federal regulators have released the most detailed information to date on damage at California's idled San Onofre nuclear power plant.

Records posted Thursday show the extent of wear in 3,400 tubes that carry radioactive water in the plant's troubled steam generators. The tube wear caused by vibration and friction was found in 15,000 places at varying degrees of erosion.

The report has implications for the fate of the plant shut down since January.

Southern California Edison earlier disclosed about 1,300 tubes were taken out of service, either because of heavy wear or as a precaution. Tubes have to be retired if more than a third of the alloy tube wall wears away.

The records show that in the Unit 3 reactor tube damage exceeded 50 percent in 280 places.

5 Reasons Why You Need a Content Managed Website

I am often surprised when I meet with a new web design client and they describe the kind of site they want and they make no mention of a content management system (CMS.) Now to be fair, I understand that there are still a lot of people out there who are unfamiliar with what exactly a CMS is, and how it can positively impact their business.

A CMS is a computer system that allows for publishing, editing and modifying content all without having to touch the website?s code. This is great news for business owners who aren?t particularly tech savvy. Typically, the process you would go through to have a site designed for you is the same as it has always been. You meet with your web designer and communicate your needs with them. They then design and build the site, but they do it within the framework of a specified CMS. Then you can take control of the site by adding content and expanding the site as needed.

There are many CMS? out there, but the most popular today are WordPress, Joomla and Drupal. Many of my clients think of WordPress as purely a blogging platform, but that really isn?t true anymore. It can be used accomplish any number of tasks, and I have done and seen some pretty cool things done with WordPress.

Many design firms can also provide you with a custom CMS built to your exact specifications if what you want cannot be built within any of the existing systems. In my experience however, any of the Big 3 will work just fine.

I always recommend a CMS to my clients, even if they don?t think they need one. Once I explain the benefits, they almost always agree, and are actually really excited about the possibilities that a CMS can open up for their business.

Here are the five big reasons why you need a CMS:

You Can Control Your Content

In the days of static websites, you would not only pay a web design firm or freelancer to design and build your site, but to update it as well. After all, you probably don?t know how to write code, so it would only make sense to let the experts handle that. Because of this, most websites would remain unchanged for years. Well times have changed. It is no longer acceptable to run a ?set it and forget it? website. We are living in a social media driven world now and people expect new, fresh content on a regular basis.

With the CMS platforms available today, it is extremely easy to maintain a website. Even with absolutely no coding knowledge, anybody can add articles, news, photos and videos through a user-friendly back-end interface. You no longer have to wait for your web designer/developer to get to your updates. You can add your new content and upload it either instantaneously or schedule it for later.

Its Expandable

Let?s say you are a start-up company. Not big yet, but plenty of room to grow. Wouldn?t it be great to have a custom website that can grow as your business does? With a CMS, your designer can build you a site to grow on. If you have an e-commerce store, all that needs to be designed is a set of templatized product pages that you can use to add more products as you acquire them.

Similarly, lets say you need to add a whole new section to your site a year down the road. Maybe you own a restaurant and you expand to a second location. It would make sense to add another page for the new restaurant. All you would need to do is log in to the CMS, choose a page template, give it a title and add the content. You can then choose for that page to show up on the website?s main menu if you wish.

You Will Save Money

Apart from the hassle of having to go to your web designer every time you need to make an update, there is also the issue of the extra expense involved. Web design doesn?t come cheap, (assuming you go with a skilled designer,) and constant updates can really eat up your bottom line.

With a CMS, you can either take on the duties of updating the site yourself, or task somebody within your company to do it. Either way, bringing site updates in-house is a huge money saving move. On top of that, the start-up cost of having a website built within a CMS is usually not much more than that of a static site.

You Can Add functionality

One of my favorite benefits of using a CMS is the seemingly endless supply of extensions and plugins that can add to your site?s functionality. Did you forget to have your designer add an automated reservation booking system? There?s a plugin for that. Simply do a search, click an button and its installed. There are extensions for everything from search engine optimization to capturing leads.

CMS plugins are amazing for adding new functionality to your site with minimal effort. However, I caution you to not go overboard with them, because if you use too many, they can really slow your site down. But then again, there?s also a plugin to help with that.

It?s Considered ?Best Practice?

It is for all these reasons perhaps, that building a site using a CMS is considered to be today?s best practice. It is now the industry standard because, simply put, building a site the old way just doesn?t make much sense anymore. Mostly this has to do with the fact that web standards, in general, have shifted away from static, unchanging sites over to more dynamic sites with frequent updates. Search engines want to see that you are adding to the online community on a consistent basis, and they will reward you with higher search engine rankings if you do.

Going beyond search engine results, your visitors are much more likely to come back if you have something new to show them on a regular basis. Ultimately, this is what?s most important, as the more times a customer or potential customer visits your site, the more likely they are to make a purchase. This goes for businesses that sell products on their sites, as well as more service-based businesses.

Final Thoughts

With all of these benefits, can you think of any reason to stick with a static website? Even if you don?t plan on updating your content frequently, you are much better off having the option to do so. Chances are, you will learn to see the value in updatable content, as the internet is moving in a more and more social direction every day. When you are ready to start taking control of your own content, you will be glad to have an easy way to do it.

Huge vortex spied on Saturn moon

Nasa's Cassini spacecraft has spotted a swirling green mass of gas at the south pole of Saturn's moon Titan.

Scientists say the polar vortex is turning faster than the moon itself rotates on its axis.

The formation of the vortex may be related to the changing seasons; Titan's southern winter is on its way.

The vortex may eventually form a "polar hood" - an area of dense, high altitude haze - just such a feature was seen over the north pole during winter.

Titan, Saturn's largest satellite, is covered by a thick haze composed of carbon-based (organic) molecules.

Cassini's visible-light cameras caught signs of a yellowish area forming in the haze over this region as early as March 27.

Clouds were first spotted massing around the south pole on 22 May when the spacecraft looked at infrared wavelengths.

"We've been watching this vortex become more developed in the last three to four months, and now, captured in exquisite detail, we're seeing finer-scale features within the detached haze than have been seen to date," said Jason Perry, from the University of Arizona, Tucson.

Seasonal feature

Since Cassini arrived in the Saturn system in 2004, Titan has had a visible "hood" high above the north pole.

It was northern winter during this period, and much of the high northern latitudes were in darkness.

But the hood - an area of denser, high-altitude haze compared to the rest of the moon's atmosphere - was high enough to still be illuminated by sunlight.

Saturn's August 2009 equinox signalled the beginning of spring in the northern hemisphere and autumn in the southern hemisphere for the planet along with moons such as Titan.

Now the high southern latitudes are moving into darkness. Scientists think the formation of the vortex at Titan's south pole may be related to the coming southern winter and the start of what will be a south polar hood.

On Saturn, Jupiter, Neptune, Venus and Earth, similar vortices are centered on the north or south pole.

However, the polar vortices on these planets are each distinct. Titan's south polar vortex also appears extraordinary in that it contains what appears to be a cloud of condensing organic material containing carbon, hydrogen and nitrogen.

Cassini despatched the piggybacked Huygens probe to Titan in early 2005. Huygens sent back valuable data from its descent through the moon's thick atmosphere and subsequent touchdown on the surface.

The starting bid of just under $600,000 for The Learning Center in Langhorne, Pa., is designed to offset steep budget cuts. A tongue-in-cheek listing describes the alternative school for at-risk teens as "pre-owned" and "slightly used."

The winner won't own the facility, which is part of the Neshaminy School District. But he or she will get a plethora of goodies, including a naming opportunity, a free large pizza, a personalized school coffee mug and the chance to deliver a speech at graduation.

Not to mention the satisfaction of "delivering an education to a group of kids who could really use it," according to the ad.

Neshaminy officials did not immediately return requests for comment Monday. The 7,000-student district has endured a pair of teacher strikes this year as the school board says it can't afford to meet the union's demands.

Learning Center Principal JoAnn Holland says she hopes the auction idea will draw the attention of a wealthy benefactor. Bidding ends Wednesday.

"I know it's crazy," Holland said in a statement. "But with the good The Learning Center does, it's crazier not to do it."

The idea came from recent graduate Casey Young, who knows a bit about unusual auctions: His dad, a writer, tried to sell their family on eBay in 2003. The ad was eventually yanked because the company prohibits selling human beings, but the stunt received a lot of publicity.

"We did it as a lark," father Steve Young told The Associated Press on Monday. "Casey seems to have turned this into something that will result in something positive."

Grandma's pot cookies land Calif. toddler in hospital

A three-year-old California boy?was rushed to the hospital Saturday morning after apparently eating marijuana-laced cookies.

The family believes the boy?got into his grandmother?s stash of chocolate-chip pot cookies, tucked away in a garage refrigerator, one day earlier. ?

The family called police around 10:30 a.m. the next day when the toddler would not wake up after a long night?s sleep, and they realized he may have eaten the cookies, according to a press release from the Murrieta Police Department.

The boy?s grandmother, who had been diagnosed with cancer, had a doctor?s recommendation for medical marijuana to treat her pain and help her sleep, Sgt. Phil Gomez told The Press-Enterprise newspaper.

The boy?s aunt was babysitting him and his younger sibling Friday while the father was away, Gomez said. When the father returned that afternoon, he noticed crumbs on the garage floor and assumed the child?s grandmother had been into the cookies, the Press-Enterprise reported.


The boy fell asleep around 5 p.m., Gomez said. The family didn?t become concerned until the next morning, however, when they couldn?t wake him up.

At that point, Gomez said, the father mentioned noticing the crumbs and decided to call police.

The boy was admitted to a local hospital for observation and later released.

It is not known how much the boy ate, but the child?s grandmother said a silver-dollar-size bite had been enough to make her sleep, the Press-Enterprise reported.

?It?s unfortunate that they didn?t take better steps to keep those cookies out of reach of the child,? Gomez said. ?[The grandmother] claims she?s not going to make them ever again.?

Police have not released the names of the family members and said the investigation is ongoing. No arrests have been made.

Investigators are awaiting the results of a toxicology test. If traces of marijuana are found in the boy?s system, Gomez said, family members could potentially face a child endangerment charge.?

Searching for an ancient syphilis DNA in newborns

The ancient bones of newborns are very useful to recover the ancient DNA of the bacteria causing syphilis, the Treponema pallidum pallidum. This is the conclusion reached by a study led by Universitat Aut?noma de Barcelona (UAB), which was able to obtain the genetic material from the bacteria in more than one individual, in what is considered to be the oldest case known to date. Several previous intents had only achieved to yield this material in one occasion and from only one individual.

Studying syphilis represents a challenge for researchers, in part because of the impossibility of using or genetically manipulating cell cultures, given that the subspecies of T. pallidum cannot be differentiated morphologically using immunofluorescence or electron microscopes. This makes diagnosis extremely difficult and complicates epidemiological and phylogenetic analyses. In contrast, molecular typification has revealed to be a useful method with which to detect some of these subspecies, such as the one affecting humans, the T.pallidum pallidum.

Palaeopathology - the science that studies diseases in ancient human remains - benefits from these molecular techniques to identify specific varieties of ancient syphilis and generate information that is useful for the phylogenetic reconstruction of modern varieties. They additionally can help to discover the historical development of the disease and its moment of origin in the continent - a highly debated issue amongst scientists - and its geographic distribution and epidemiology.

In this study, published in PLoS ONE and led by Assumpci? Malgosa, professor of Physical Anthropology at UAB, researchers extracted the bacteria's DNA from four bone fragments of two newborns showing clear signs of having suffered from congenital syphilis. The remains were recovered from the crypt of "La Ermita de la Soledad" (16th-17th centuries), located in the province of Huelva in the northwest of Spain.

It is the first time this ancient bacteria is obtained from more than one subject. Although researchers had tried extractions on several occasions, they were successful only once, with an adult individual dating some 200 years back. Although unable to pin down the exact year, researchers are convinced that the remains of the newborns in Huelva are of an earlier date. That would make them the oldest finding reported until date in the detection of this bacteria's DNA.

The difference between this and previous studies lies in the fact that researchers were able to analyse the remains of newborns bearing clear signs of having suffered from congenital syphilis. "We believe the difficulty in obtaining ancient DNA bacteria from adults is due to the development of the disease in individuals. Recent studies indicate that newborns are more sensitive to bone damage in the first stages of the disease, due to a rapid dissemination in the skeleton of a high number of spirochetes, which after death would leave their DNA that would be preserved by its association to hydroxyapatite in bones. In the case of adults affected by venereal syphilis, the amount of bacteria in bones is reduced as the disease advances to later stages, making it very difficult to extract samples from the bones", explains Assumpci? Malgosa.

Researchers' hypothesis was that the amount of bacteria in newborns is enough to guarantee the preservation of DNA and that the younger an individual affected by the disease, the greater the probability of amplifiable DNA preservation. "And now we have demonstrated it with this research", Malgosa states.

She also considers worth noting that a number of studies have shown the presence of bone lesions in early syphilis, and this "opens up the possibility that affected skeletons of young adults, who died during the early stages of syphilis, might also contain amplifiable DNA. However, the doubt remains on how to identify those cases before attempting destructive analysis".

The research represents "a huge step forward in the study of changes in the T.pallidum genome and how they affect individuals throughout history. With this information, inferences on the present and future of the disease can be very important", concludes Assumpci? Malgosa.

(AP) ? As new European Union sanctions targeting Iran's vital oil industry took effect Sunday, Tehran acknowledged the measures aimed at reining in its disputed nuclear program were taking a toll. The vice president said authorities had stockpiled imported goods and hard currency to help cushion the blow to the economy.

The ban by the 27-member EU on the purchase of Iranian oil dealt the Islamic Republic its second economic setback in days, following fresh U.S. sanctions that prohibit the world's banks from completing oil transactions with Iranian banks. Combined, the measures significantly ratchet up the pressure on an Iranian economy already squeezed by previous rounds of sanctions.

"Today, we are facing the heaviest of sanctions, and we ask people to help officials in this battle," Vice President Mohammad Reza Rahimi was quoted as saying on state television's website.

He said the "dastardly sanctions" might cause "occasional confusion" in the domestic market. Iran reacted furiously when the U.S. and EU sanctions were announced, threatening to block the strategic Strait of Hormuz, a vital waterway used to ship about one-fifth of the world's oil. On Sunday Iranian officials appeared to be backing away from that threat, which roiled international oil markets at the time.

Rahimi also said Tehran has stocked up on some imported goods to reduce the embargo's impact, without saying what specifically.

The EU, which accounted for around 18 percent of Iran's oil exports, said earlier this week that all contracts for importing Iranian oil will have to be terminated from Sunday. Also, European companies will no longer be involved in insuring Iranian oil.

In Washington, White House spokesman Jay Carney welcomed the EU oil embargo. He said in a statement that the U.S. and EU "are committed to holding Iran accountable for failing to meet its international obligations," showing "the seriousness with which the international community views the challenge of Iran's nuclear ambitions."

Carney said Iran has a "clear choice between isolation and meeting its obligations." He said Iran must take "concrete steps" to resolve international concerns over its nuclear program.

Iran is the second largest OPEC oil producer, producing about 4 million barrels of oil a day. The country's recoverable oil reserves are estimated at more than 137 billion barrels, or 12 percent of the world's overall reserves. The country relies on oil exports for about 80 percent of its public revenues. However, most of Iran's crude production is used domestically.

The sanctions are the latest move in the West's standoff with Iran over its disputed nuclear program, which the U.S. and its allies suspect is aimed at developing atomic weapons. Iran denies the charges and insists its program is designed solely for peaceful purposes, such as energy and producing medical isotopes.

Three rounds of nuclear talks between Iran and world powers, including the U.S., have failed to produce a breakthrough, prompting some critics to charge that Tehran is merely dragging out the negotiations to buy time to further advance its suspected weapons program. The U.S. and Israel have left the door open to a possible military strike if no agreement is reached.

In the meantime, Washington and its allies have used sanctions to target Iran's oil sector ? the nation's primary revenue source ? and there are already indications that previous rounds of sanctions have started to bite.

Last week, U.S. Secretary of State Hillary Rodham Clinton said Iranian crude exports have dropped to 1.5 million barrels a day from 2.5 million barrels last year, which comes out to almost $32 billion in revenue lost over a year.

The Iranian rial has slumped against international currencies, with the unofficial rate spiking at around 21,000 to the dollar this week, up from around 19,000. That's down from a high of around 23,000 in January, but still far above the rate of around 11,000 about 18 months ago.

The price of staples has skyrocketed as well. Since the EU first announced its embargo in January, Iranian government figures show the prices of bread, milk and meat have risen around 20 percent, while the price of chicken has jumped some 80 percent.

Fully aware of the burden this places on families, Ayatollah Ahmad Khatami, an adviser to Supreme Leader Ayatollah Ali Khamenei, said last week that the price hikes are "a matter of pain" for Iran. But he also urged people not to complain, telling them: "If you say ouch, the arrogant ones will say they have achieved their goal. So be patient, and make them regret it."

So far, the Iranian public has proven patient, in part because of widespread support for the nation's nuclear program, which is a source of pride for many in Iran, regardless of their political leanings.

"Westerners said the sanctions have aimed at halting nuclear activities. But they have targeted our families and children," said Abbas Heidar, a 32-year-old teacher in Tehran. "The government is continuing its nuclear activities and I do not expect it stop."

Iranian officials, meanwhile, scrambled Sunday to present the government as actively working to ease any hardship the sanctions might bring.

Central bank governor Mahmoud Bahmani told the semiofficial Mehr news agency that Iran has "plans" to deal with the embargo and enough hard currency to meet its import needs.

"We have not remained passive. To confront the sanctions, we have plans in progress," Bahmani said without elaborating.

Iran's Oil Minister Rostam Ghasemi ordered his staff to "mobilize" against the sanctions, according to Mehr. It did not elaborate.

Ghasemi also sought to boost public morale, telling state television late Saturday that Iran has weathered previous rounds of sanctions.

"I do not see it as a problem that enemies have imposed an embargo today," he said. "They have imposed similar sanctions years ago, and nothing happened."

He said Iran has already halted oil sales to many EU countries, and had found new buyers to replace them.

"Developing countries and countries with fast economic growth have no alternative to oil. Fortunately, because of the quality of our country's oil, all are interested in using it," he said.

Mehr published its own analysis listing measures that Iran could take to counter the sanctions, including shutting the vital Strait of Hormuz. The semiofficial news agency's editorials sometimes reflect views held by top Iranian officials who do not wish to state them publically.

On Sunday, however, Iran's Defense Minister Gen. Ahmad Vahidi made statements to the official IRNA news agency about the strait in which he did not mention any plans to close it ? remarks that suggest that Iran is playing down the threat in dealings with the West.

Vahidi said Iran is the main protector of the waterway, and that Tehran "has confronted anybody who tried to endanger the Strait."

Mehr also suggested that Iran could make use of hard currencies other than the U.S. dollar and the euro, form its own insurance syndicate to replace foreign companies that withdraw from the market, store up oil in tanks for later sale so as not to cut production, or simply reduce oil production to save its reserves for the future.

World powers agree Syria deal, US eyes post-Assad regime

World powers on Saturday agreed a plan for a transition in Syria that could include current regime members, but the West did not see any role for President Bashar al-Assad in a new unity government.

Russia and China insisted that Syrians must decide how the transition should be carried out rather than allow others to dictate their fate, as the two powers signed up to the final agreement that did not make any explicit call for Assad to cede power.

The deal came despite initial pessimism from participants about the prospects of the Geneva talks amid deep divisions between the West and China and Russia on how to end the violence that claimed at least 53 lives on Saturday.

Rights monitors said most victims were civilians and hundreds more were trapped in Douma as regime forces stormed the town in Damascus province.

While international envoy Kofi Annan did not name names and said it was up to the Syrians to decide who they wanted in a unity government, he added: "I would doubt that Syrians... would select people with blood on their hands to lead them."

US Secretary of State Hillary Clinton made it clear that Washington did not see a role for Assad in the transition.

"Assad will still have to go. He will never pass the mutual consent test," she said.

French Foreign Minister Laurent Fabius took the same stance, saying, "It's clear that Assad must stand down".

"No one can imagine for a moment that Assad will feature in the (new) government, any more than anyone thinks it possible for him to establish a neutral environment" required by the agreement, he said, adding that the transition government "will exclude murderers."

British Foreign Minister William Hague admitted that the deal was a "compromise agreement" as Russia played up the fact that it had convinced other world powers that it would be "unacceptable" to exclude any party from the transition process.

A long-time Syria ally, Russia is loathe to cast Assad aside, even as relations between Moscow and Damascus have cooled.

Russian Foreign Minister Sergei Lavrov said: "How exactly the work on a transition to a new stage is conducted will be decided by the Syrians themselves."

"There are no demands to exclude from this process any one group. This aspect had been present in many of our partners' proposals. We have convinced them that this is unacceptable," Lavrov said.

Chinese Foreign Minister Yang Jiechi also stressed that "outsiders cannot make decisions for the Syrian people."

As divisions threatened to scupper talks earlier Saturday, Annan warned at the opening of the meeting that history would not look favourably on leaders who failed to chart a strategy to end the bloodshed in Syria.

A failure to unite also raised the spectre that the conflict that has claimed 15,800 lives over 16 months in the strategic Middle East country could spill over to the region and expose the world to fresh threats, said the former UN chief.

"History is a sombre judge -- and it will judge us all harshly if we prove incapable of taking the right path today," Annan told the five permanent Security Council members -- the United States, Russia, Britain, China and France -- as well as regional powers Qatar, Turkey, Kuwait and Iraq.

Meanwhile fighting in Syria has only intensified in recent weeks as both government and opposition forces have received more weapons from their foreign backers.

The Syrian Observatory for Human Rights warned of a "catastrophic humanitarian situation" in besieged Douma, which "has been subjected to a fierce military campaign since June 21."

Violence has killed "scores and wounded hundreds" there since regime forces escalated attacks on the outlying suburb of Damascus, the group said.

"More than 100 families remain in the town, unable to flee and forced to take refuge in shelters," it said.

An explosion also rocked the Qaboon district of Damascus on Saturday and another blast hit the country's second city Aleppo in the north. A further blast hit an oil pipeline in a rebel-held area of the eastern province of Deir Ezzor.

The latest violence came a day after 73 people were killed nationwide, among them 23 regime troops.

While the violence rages there is also mounting concern about the destabilising impact it has on the region, in particular Jordan and Lebanon.

And the Turkish-Syrian border remains a potential flashpoint.

Turkey has sent tanks, troops and missile batteries toward the frontier, after Syria shot down a Turkish jet just over a week ago.

Meanwhile the head of the rebels' Free Syrian Army told AFP that 2,500 Syrian soldiers were "massing 15 kilometres (10 miles) or slightly more from the Turkish border" on Friday.

Egypt's President Mohamed Morsi -- elected after a revolution that overthrew strongman Hosni Mubarak -- on Saturday called for an end to bloodshed in Syria, in his inaugural address.

"We support the Syrian people. We want the bloodshed to stop," he said.
